Bill to reverse NLRB joint-employment ruling passes committee (Bloomberg BNA)

October 05, 2017

A bill to reverse a National Labor Relations Board ruling that expanded joint-employer liability was approved by the House Education and the Workforce Committee, Bloomberg BNA reported. The bill, HR 3441, will next be potentially up for consideration on the House floor, where it’s expected to pass. But Bloomberg reported a companion bill has not been introduced in the Senate, where it could be more difficult to pass. The NLRB’s 2015 ruling in the case of Browning-Ferris Industries allowed a union to negotiate with a staffing buyer over both directly hired and staffing firm workers.
