The representatives of the National Federations of Argentina, Brazil, Chile, Columbia, Mexico, Peru, and Uruguay, together with the main representatives of the Latin American confederation of Private Employment Agencies (CLETT&A) and the International Confederation of Private Employment Services (CIETT) met in Buenos Aires on the 25 September 2013 to declare:

• The private employment services sector (PESS) is uniquely placed to support governments, companies, and workers to cope with accelerating dynamics in labour markets and manage structural, seasonal, and cyclical change.
• The PESS is the main gateway to formal work for vulnerable groups; creating a modern, dynamic, diverse, and inclusive labour markets.
• The PESS is committed to work hard to achieve adequate regulatory frameworks in the countries where that are no specific legal frameworks, using the ILO Convention 181 on private employment agencies as a reference. In countries where regulation already exists, policymakers should review the conditions and restrictions to ensure that they are not outdated or no longer justified based on the new reality of labour markets.
• The PESS is committed to gain further ratifications of ILO Convention 181 on private employment agencies or ensure that the key provisions of the convention are being transposed in as many countries as possible around the region.
• The PESS commits to work in a systematic way to optimise the quality standards of the industry and to comply with its international, regional, and national codes of conduct.
• The PESS is at the disposal of public authorities to support the implementation of active labour market policies, especially as regards Youth Employment and Employability in close cooperation with public employment agencies.
• The PESS will undertake greater communication efforts to explain the role that industry plays in contributing to social and economic growths and to demonstrate its positive contribution to the ILO Decent Work agenda.
• The PESS is calling on trade unions, as well as any relevant stake holders, to develop a fruitful dialogue in order to reach adequate protection of agency workers as well as to allow private employment agencies to play a key role in contributing to well-functioning labour markets.
• The PESS in the region commits to go on supporting the global pledge: a job for every person – a person to every job. We will all contribute from Latin America to consolidate the following global goals:
  • Create 18 million more jobs
  • Support 280 million people in their job life
  • Improve the skills of 65 million people
  • Help 75 million young people enter the labour market
  • Serve 13 million companies

The declaration was signed by the representatives from the Private Employment Services Sector; FAETT Argentina, SINDEPRESTEM Brazil, AGEST Chile, ACOSET Colombia, AMECH Mexico, AETT Peru, and CUDESP Uruguay.
