H-1B lottery changes would help Silicon Valley firms, hurt outsourcers (The Mercury News)

The (San Jose, Calif.) Mercury News reported proposed changes to the H-1B visa lottery system would help major tech firms such as Google, Facebook and Apple but hurt outsourcers. While Federal documents did not make clear how the lottery might be changed, Howard University professor Ronil Hira said the government’s stated intention to prioritize higher-educated workers would help big tech firms like Google, Apple and Facebook — which tend to obtain significantly more H-1B visas for employees with master’s degrees or higher than they do for workers with bachelor’s degrees.
