Europe – EU approves starting negotiations on measure aimed at workers on platforms

On Thursday, the European Parliament announced it approved starting negotiations on new measures aimed at improving conditions for workers on digital platforms.

“The new rules would regulate how to correctly determine the employment status of platform workers and how digital labour platforms should use algorithms and artificial intelligence to monitor and evaluate workers,” according to the EU.

TechCrunch reported the proposal has the potential to have far-reaching impacts for millions of workers on digital platforms.

Other analyses have also raised concerns.

The EU’s draft directive “would set minimum rights for workers on work services platforms such as online ride-hailing and delivery firms Uber Technologies Inc. and Deliveroo. But the rules also capture workers whose work is channelled via applications, including individuals who work for exclusively online platforms such as Amazon Mechanical Turk and Upwork. Article 2 of the draft directive specifies that the directive would apply to all forms of digitally mediated platform work, ‘irrespective of whether that work is performed online or in a certain location,” according to SIA research.

Under the draft, some independent contractors could be reclassified as employees, according to the research.

On Thursday, voting in favour of the mandate for talks with member states were 376 members of parliament, while 212 voted against and 15 abstained.
