On Assignment Inc. (NASD: ASGN) appointed Michael McGowan as chief operating officer from his previous role as president of Oxford Global Resources, On Assignment’s information technology and engineering staffing division.

In his new role, McGowan will now have the company’s life sciences, allied healthcare, nurse travel and Vista Staffing Solutions divisions reporting to him. He will also continue to lead Oxford Global Resources.

McGowan had served as president of Oxford Global Resources since 1998. On Assignment acquired the company in January 2007.

Reporting to McGowan will be Emmett McGrath, president of life sciences and allied healthcare; Katie Hoffman Abby, president of On Assignment Nurse Travel; and Christian Rutherford, president of Vista Staffing Solutions.

Rand Blazer, president of Apex Systems, will continue to report directly to On Assignment President and CEO Peter Dameris. On Assignment acquired Apex earlier this month.

On Assignment is based in Calabasas, Calif.
