PeopleScout, a division of TrueBlue Inc. (NYSE: TBI), promoted Jonathan Porter to managing director, EMEA, effective April 30. Porter currently serves as UK managing director and head of EMEA operational delivery. He succeeds Andrew Wilkinson, who is leaving the company after more than 40 years. Porter joined PeopleScout in 2018 as part of the company’s acquisition of TMP Worldwide UK. He began his career in finance with KPMG. PeopleScout also announced that Tim Powell, managing director, APAC, will continue to lead Asia Pacific operations. Powell has nearly three decades of experience in human capital consulting, RPO and related talent acquisition services.

Hire Velocity, a provider of RPO and professional search, announced that Michelle Culp will lead its new Hire Health subsidiary aimed at providing strategic RPO, executive search and talent consulting to healthcare and life sciences firms. Culp has more than 30 years of experience working with healthcare organizations to deliver human capital solutions.

Global staffing firm Vaco named Jessica Mitsch Homes as senior director of sales for the company’s Raleigh, North Carolina office. Prior to Vaco, Mitsch Homes was co-founder and CEO of Momentum, a technology talent development firm where she raised $3 million in funding. She also held leadership roles at The Iron Yard, a technology education company, and in talent and human resources at Red Hat, which was acquired by IBM.

HCLTech, a Noida, India-based global IT services firm, appointed Lee Fang Chew as an independent director, effective April 25. She has decades of technology experience, including more than 30 years at Intel Corp.

TalentBridge Inc. announced that Kate Butler has joined its board. Butler founded PeopleSoar, which provides performance coaching and training to sales, recruiting and leadership professionals. She has more than 30 years of executive-level sales and management experience in staffing and recruiting.
