Resources Connection Inc., which operates primarily under the Resources Global Professionals brand, promoted Aaron Frye to managing director of middle markets in Orange County, Calif., and Ellie Anest to regional director, healthcare, for Southern California.

TechServe Alliance elected Harvey Nash USA President and CEO Bob Miano to its board of directors. Harvey Nash USA, headquartered in Wayne, N.J., is the U.S. division of The Harvey Nash Group plc, a London-based provider of information technology staffing and services. TechServe Alliance is a collaboration of IT staffing firms, solutions firms, clients, consultants and suppliers.

Staffing 360 Solutions Inc. (OTCBB: STAF) appointed retired Navy SEAL Paul Venezia director of government services of the company’s Cyber 360 Solutions division. Staffing 360 serves the IT, financial, accounting, healthcare and cybersecurity industries.

Lucas Group, an Atlanta-based executive search firm, hired Brian Watson as managing partner of its human resources practice group in Dallas. Watson most recently was managing director at Digital Intelligence Systems in Dallas.

Minneapolis-based staffing provider Atterro Human Capital Group announced three promotions: Hassan Mkaouri to senior director of IT; Patti Pederson to director, Total Rewards; and Michelle Rosinger to controller. Mkaouri has been with Atterro for 16 years and has been director of its IT team for the past 4.5 years. Pederson has worked for Atterro for more than 13 years. She manages benefits and compensation in human resources and also oversees activities in the payroll/billing area. Rosinger has held positions in finance and accounting during her 18 years at Atterro.

Reston, Va.-based Benchmark Executive Search promoted Phoebe Henderson to managing partner.

HR Solutions Partners Inc. announced Darlene McNeil and Shirley Marseilles (formerly of the Palmer Advantage) joined its executive HR search practice. The Los Gatos, Calif.-based firm provides outsourced human resources consulting and recruitment services.

RSR Partners, a Greenwich, Conn.-based board and executive search firm, appointed Matrice Ellis-Kirk as managing director in the firm’s board of directors practice.

Nectir Inc., a staffing franchise organization, hired Emily Rausch as its business development manager for Austin and San Antonio, Texas.
