Legislation proposes giving H-1B priority to high-skilled foreign professionals educated in the US

A bipartisan group of US legislators introduced legislation proposing changes that give H-1B priority to high-skilled foreign professionals educated in the US.

The H-1B and L-1 Visa Reform Act will require US Citizenship and Immigration Services to prioritize for the annual allocation of H-1B visas. The new system would ensure that the students being educated in the US receive preference for an H-1B visa, including advanced degree holders, those being paid a high wage, and those with valuable skills.

The legislation aims to overhaul the H-1B and L-1 visa programs to protect workers and crack down on foreign outsourcing companies, according to a summary of the legislation.

Senators Chuck Grassley (R-Iowa) and Dick Durbin (D-Illinois) introduced the Senate version of the act while US Reps. Bill Pascrell, Jr. (D-New Jersey); Paul Gosar (R-Arizona); Ro Khanna (D-California); Frank Pallone, Jr. (D-New Jersey); and Lance Gooden (R-Texas) introduced an identical version of the bill in the House of Representatives.
