Resorts nationwide are unable to operate at full capacity as summer begins due to a shortage of temporary workers, Meetings and Conventions reports. The problem stems from Congress’ removal last fall of an H-2B visa exemption, reducing the number of H-2B visa holders by as much as 50%.
