Kelly Services (NASD: KELYA) appointed Al Sowers to VP and practice leader of Teachers On Call, a Kelly Services company. Sowers joined Kelly more than 30 years ago and has held various positions in operations management. He most recently was VP of the North sector - US operations, where he led operations, management, sales and recruiting. Kelly acquired Teachers On Call last year.

Hays plc, the world’s sixth-largest staffing firm, appointed Andrew Martin as chairman of the company on a permanent basis, effective Aug. 28. He will also serve as chairman of the nomination committee. Martin in July was named nonexecutive chairman on an interim basis, following the death of Alan Thomson. Martin joined the Hays board in July 2017; he previously was group chief operating officer for Europe and Japan for Compass Group plc until 2015, and that company’s group finance director from 2004 to 2012.

Snag, a job board focused on hourly workers, named John Frederick as COO, overseeing its technology, data, legal, finance and human resources teams. Frederick joined the company in January 2018 as chief administrative officer. He has more than 20 years of experience leading financial and administrative functions within private and public companies. Snag, which rebranded from Snagajob earlier this year, ranked as the 15th-largest job board worldwide in SIA’s Job Board Market Report

Legal search firm Major, Lindsey & Africa announced Karen Morris joined the firm as managing director in the partner practice group, and will target the Michigan market. Morris spent the majority of her career with Latham & Watkins LLP.

CareerEncore Inc., a boutique recruitment firm serving the tech sector in the Greater Boston area, announced Renee Dovich stepped into the role of CEO and owner after completing a year of increased leadership responsibility, including new business development, account management and operations. Dovich succeeds company founder and CEO Courtney Sullivan Homer, who continue to serve as an advisor. Dovich has 18 years of high-tech recruiting experience.

Lofton Staffing & Security Services appointed Dustin Winn as area manager of the Lofton location in Beaumont, Texas. Winn has more than 16 years of recruiting and management experience, including as senior management in recruiting for the US Army for 12 years and more than five years in human resources recruiting in the private sector. 

Executive search firm Odgers Berndtson hired Nicole Phillips as a partner in the firm’s retail and consumer practices. Phillips has more than 20 years of executive search experience, most recently at DHR International as a partner in its global retail and consumer practices.
