People: GDH Consulting, Swoon, Riviera Partners, Populus Group, RTG Medical, Cross Country, Covenant Technologies, WittKieffer, PrideStaff, Heidrick, Spherion

GDH Consulting Inc., a Tulsa, Oklahoma-based staffing provider, announced the promotion of three executives to the C-suite. Melinda Kirk has been named chief legal officer. A part of GDH since 2014, Kirk most recently served as general counsel and VP of human resources. In addition, GDH announced Blaine Caples will serve as COO. Caples joined the company in 2011. Prior to his new role, Caples was chief revenue officer. Lee Boelens has been promoted to chief information officer. Boelens has been with GDH for the past 19 years.

Swoon, a Chicago-based staffing provider, promoted Lori Miller to president. Miller succeeds founder Andy Baker, who will continue to remain active in the company. Miller has been a part of Swoon since 2014, recently serving as executive VP of sales.

Executive search firm Riviera Partners appointed Decio Mendes as chief people officer. Mendes joins Riviera Partners from Flyn, a corporate development firm he co-founded. Mendes has more than 20 years of experience. 

Populus Group, a Troy, Michigan-based contingent workforce solutions provider, promoted Lori Blakey to VP of delivery. Blakey has been with Populus Group for more than 14 years, serving in several leadership roles, including director of payroll and HR services. As the VP of delivery, Blakey will partner with the VP of sales, Mario Lambert.

RTG Medical, one of the largest healthcare staffing firms in the US, promoted Paul Fishburn to VP of healthcare staffing. Fishburn joined RTG Medical in 2022 with 16 years of experience. Prior to RTG, Fishburn served in several leadership roles at Aureus Medical Group. 

Cross Country Healthcare Inc. appointed Dwayne Allen to its board, effective Jan. 3. With more than 25 years of leadership experience, Allen is currently chief technology officer and senior VP at Unisys Corp., a Blue Bell, Pennsylvania-based global IT services and consulting company.

Covenant Technologies, an IT and cybersecurity staffing provider, appointed Marene Allison as an advisory board member. Allison is currently chief information security officer of Johnson & Johnson. 

WittKieffer, an executive search firm based in Oak Brook, Illinois, announced Saule Serikova as the global leader for the recently announced commercial strategy and insights team. A 20-year industry veteran, Serikova most recently served as the global head of commercial strategy and operations at Russell Reynolds Associates. 

PrideStaff, a staffing franchisor, announced the retirement of Robert Johnson, the owner and strategic partner of its East Bay Tri-Valley office. Sean Akin is the new strategic partner at the office.

Heidrick & Struggles International Inc., an executive search provider, announced Roberto Hall is the operator of its new office in Bogotá, Colombia. The office will be led by Hall and supported by four key consultants.

Spherion Staffing and Recruiting announced John Cho as the owner and operator of its new office in Austin, Texas. It also announced Pennsylvania Spherion franchise owners Don Ruggery and Jay Ruggery as the owners of its Lebanon office. After 24 years in operation, the Ruggerys assumed ownership responsibilities of the office on June 10.
