Information technology organizations cut the number of contractors used by 12% in 2009 from 2008 but held on to internal staff, according to an analysis by the CIO Executive Board, part of the Corporate Executive Board.

In 2010, IT budgets are slated to remain flat, according to the analysis, which included information from almost 200 corporations.
