Japan – Persol signs memorandum of understanding with Indonesia-based Gapura and Kebun to solve airline manpower shortage

Persol Global Workforce Co., Ltd., which provides human resources services specialising in foreign human resources in the Persol Group, announced it has signed a memorandum of understanding (MOU) with Indonesian airport service provider Gapura Angkasa and Kebun, a professional job training institute.

Persol cited the Japanese Ministry of Land, Infrastructure, Transport and Tourism’s data which in January 2023 showed the number of ground handling personnel at airports has decreased by 10% to 20% since the Covid-19 crisis, and the shortage of human resources in the aviation industry is becoming more serious.

The group also noted that the number of airport users is increasing due to the relaxation of border measures.

“Under these circumstances, securing human resources in the aviation industry has become an urgent issue in order to respond to domestic and foreign travelers and inbound demand,” Persol stated.

Persol said the need for the aviation field for the Specified Skilled Worker status of residence that started in April 2019 has increased rapidly. The company suggested that the number of foreign workers with this status is not enough.

“Persol Global Workforce is working to solve the shortage of human resources in the Japanese airline industry and signed an MOU,” the company stated. “In the future, the three companies will work together to build a system that can provide a one-stop service from securing human resources in Indonesia and Japanese language/technical training to employment at Japanese companies.”
