Japan – Non-regular employees much less likely to telework than regular employees

The telework implementation rate in Japan for regular employees is 24.7%, the implementation rate for non-regular employment is 15.8%, according to a survey from Japanese staffing firm Persol.

Non-regular employment includes part-time employees, contract employees, as well as temporary employees.

The survey polled 20,000 people regarding the telework implementation rate and covered the period from 18 November to 23 November.

In a previous survey covering 29 May to 2 June 2020, 25.7% of employees who teleworked were full-time employees and 18.7% were non-regular employees.

Looking at the telework implementation rate by company size (by number of employees), the ratio was high at 45.0% for companies with 10,000 or more employees, while it was low at 13.1% for companies with less than 100 employees, which is about 3.4 times higher, for the November period.

By industry, the highest telework implementation rate was in the "information and communication industry" at 55.7%.

Looking at the telework policy of companies, after the arrival of vaccines, more than 30% of the respondents said that they plan to go to the office to work, and more than 40% said that they have not decided yet.
