Spain – Labour and Social Welfare Director defends temporary employment

Spain’s Director General of Labour, Cristina Moreno has defended temporary employment after the UGT (General Workers’ Union of Spain) has complained about fraudulent activity and job insecurity within the field.

Moreno has asked "not to demonize the ETT (temporary employment agencies), because today ‘they are no longer responsible for job insecurity and fortunately have evolved and transformed since its legalization in the 90’s. Moreno stressed that “today, fortunately very few temporary work agencies are acting improperly, but those that do are doing great harm to the sector".

Cristina Moreno has offered data (a series of reports) to confirm that job insecurity is "a social reality" that affects other sectors, in addition to the ETT. According to Sepe (Public Employment Service), 5.6% of contracts this year are permanent or full-time, while in 2011 this number was 12%. Meanwhile, this year, 26% of temporary contracts last a maximum of one week and the average duration of contracts is 50 days, when 10 years ago the average duration was for 3 months.

"We can not close our eyes to this reality", Moreno said. "We must work together to manage the temporary work.
