Germany – ‘Temporary work is not the problem, but the solution’ Staffing Quote of the Week

Federal Employers' Association of Personnel Service Providers (BAP) President Sebastian Lazay defended temporary work during BAP’s Employer’s Day, Temporary Work.

Mentioning Germany’s reformed Labour Leasing Act (Arbeitnehmerüberlassungsgesetz AÜG), which came in to effect April 2017, Lazay said, “The legislative amendments were based on the protection of the core workforce and the return of the industry to its core functions. He added that the proportion of temporary work has been constant for years at a level of 2.0% to 2.3% and all scientific studies have shown that no core workforce is displaced by temporary work.

“It is the HR service providers who employ most people who have never worked before,” Lazay said. He continued by mentioning statistics relating to temporary work and its role in the integration of refugees into the labour market.

“Given these numbers, it's fair to say that temporary work is not the problem, it's the solution,” Lazay said.

Johannes Vogel of the Free Democratic Party parliamentary group, also commented on the role of temporary work in the future, "Temporary work has to play a whole new role in the future, because it is as diverse as the people in our country," Vogel said. “It is urgently necessary here that the policy frees temporary work from unnecessary restraints. The maximum leasing period must be abolished.”
