Germany – BAP re-elects Volker Enkerts for third term as President

The Federal Employers' Association of Personnel Service Providers (BAP) has re-elected President Volker Enkerts for his third term.

"Our industry is facing the biggest challenge since the Hartz reforms 2003,” Enkerts said during a re-election speech. “From 1 January 2017, temporary work will be clearly limited to nine months and a maximum loan period of 18 months with a legal Equal Pay. Together with the members of the Board, the Bureau and the BAP office I will now attend to impending legislative procedures for temporary work,” Enkerts said. 

The current draft legislation gives temporary workers equal pay for equal work after nine months and a general 18 month assignment limit is proposed, with some exceptions. Temporary workers will also count towards corporate co-determination thresholds if the total duration of the assignment exceeds six months. Liz Rennie from Staffing Industry Analysts, states “If these changes come into force, they are likely to lead organizations to demand greater control and visibility of the risks of temporary worker arrangements and could therefore spur the demand for implementing enterprise-wide Contingent Labor Programs and Vendor Management Systems (VMS) systems”.
