Vector Technical Resources, an IT staffing firm serving the Washington, DC area, appointed Hector Velez as COO. Before joining Vienna, Va.-based Vector, Velez co-founded and served as executive VP of strategic business development at HireStrategy, a staffing firm in the mid-Atlantic region.

Barrett Business Services Inc. (NASD: BBSI), a provider of staffing and professional employer organization services, reported in a US Securities and Exchange Commission filing that board member Roger Johnson decided to retire from the board effective June 1, the date of the annual meeting of stockholders.

Paychex Inc. (NASD: PAYX) reported in a US Securities and Exchange Commission filing that Pamela Joseph resigned from the company’s board of directors. She has been a board member since 2005 and has served on both the audit and executive committees. Paychex provides payroll processing, professional employer organization services and other services.

Smith & Howard, an Atlanta accounting firm, added Blayne Shelton as director of its new financial search and placement offering. Shelton has both recruiting and accounting industry experience. The FS&P group will target businesses in Georgia and the Southeast, although the service can extend to locations in other areas of the US.

OutMatch, a talent assessment technology provider, appointed Zack Birkelbach as VP of client success. Birkelbach most recently served as director of customer success for Infor, where he led the human capital management team. Prior to that, he spent 10 years in the behavioral assessment space with PeopleAnswers.
