CTPartners (AMEX: CTP), an executive search firm, announced that Stephen Moore has joined the firm's Toronto office as a partner in its technology, media and telecom practice. Moore last worked with Kinley & Connelly Partners as partner and a practice leader in that firm's global technology practice.

The Judge Group appointed Jeffery Livonius to director of the company's Los Angeles office. Livonius has 16 years' consulting and professional staffing experience in technology and financial services. The Judge Group also relocated its Los Angeles office.

Russell Reynolds Associates, an executive search firm, appointed Mirah Horowitz as associate in its corporate officers and not-for-profit sectors group at its Washington office. Horowitz previously served as senior counsel in the Office of Legal Policy of the United States Department of Justice.
