While Germany is among the world’s largest and most developed economies, providing temporary workers through intermediaries was illegal until the 1990s. Since then, liberalization has resulted in the market developing strongly, and it is now the largest staffing market in continental Europe. With its large manufacturing base, the German staffing market is characterized as heavily light industrial, with the auto sector being especially important. The legislative environment is typical of continental Europe, with strong protections for workers and collective bargaining between unions and employers. Temporary staffing is often referred to as ‘labor leasing’. An important factor of the German staffing market is that temporary workers must have an indefinite employment contract and be paid between assignments.
