Market Description

Given it is the most populous country in the world, the staffing industry in China is relatively small and undeveloped. China is not a single market. There are vast differences between cosmopolitan provincial capitals and smaller cities, and even urban markets in the same province can differ in language, age, geography and industry. Staffing services are usually offered as part of a broader HR service, and state-controlled businesses, referred to as FESCOs, dominate the market. Foreign staffing firms focus on the professional end of the staffing market and, as foreign companies, operate under a strict and complex legislative environment. Like other Asian markets, temporary staffing provision is commonly called ‘dispatch’. Given the positive long-term growth prospects of the Chinese economy, it remains an attractive market despite the operational challenges.
