French staffing market sees 0.8% downturn in 2023

The French staffing market generated an estimated €33.9 billion in revenue in 2023, a decrease of 0.8% compared to the previous year. This was after a solid increase of 8.5% in 2022, according to the Largest Staffing Firms in France 2024 report by Staffing Industry Analysts.
While the French market saw its combined revenue decrease by 0.8% in 2023, the 50 largest firms slightly outperformed the market as their combined revenue decreased by 0.2% compared to the previous year.
In 2023, the top 50 firms collectively generated €28.9 billion in revenue, accounting for 85% of the market. The top 50 market share increased significantly from 75% in 2018 to 80% in 2019.
The Adecco Group is the largest staffing firm in the French market, followed by ManpowerGroup and Randstad.
SIA’s report noted that it is seeing further consolidation in the market, primarily benefiting national groups competing to become the largest French headquartered staffing group.
