As part of the Capital One’s enterprise supplier management organization (procurement), Charlie Flocco is program senior manager for its Flexforce contingent labor program in partnership with the company’s MSP. A long tenure has helped Flocco establish the program. It also helped that he laid the foundation for it. In early 2000, he joined Capital One and was asked to put together a team to evaluate the company’s spend on professional services and contract labor. The following year, after delivering a recommendation that the space be more closely managed, he assembled a team to make that happen.
The program encompasses all contingent labor as well as SOW spend in North America, and headcount under management including all channels can range from 8,000 to 11,000 at any given time. The program services over 10 different business units, with concentration in the technology space.
Recently, Flocco was fortunate to be part of several key internal programs to move Capital One’s workforce from a fully on-site workforce to a fully offsite workforce within days. “I represented the entire program for non-associates on the team and was very proud of how our program, MSP partner and suppliers were all able to pivot so quickly,” he says.
Flocco feels the CW space has performed well during Covid-19, as suppliers and program leaders have demonstrated their ability to shift quickly and deliver candidates in remote locations without much, if any, loss in productivity. And as more workers look to find assignments that offer some flexibility around remote work, he believes the CW space is well positioned to take advantage of that trend.
