As program manager in the talent acquisition department at Anthem, Carol Stulz has the HR governance and oversight for Anthem’s contingent labor program for temps and independent contractors, and for its background screen program.
She describes Anthem’s program as an Enterprise level program through which all temp and IC needs are managed. It provides a consistent approach to engaging external labor, ensuring compliance with corporate finance and HR policies as well as onboarding compliance. Of note, the program recently integrated Anthem’s pre-placement background screen program to be launched directly from the company’s VMS system as soon as the hiring manager selects the candidate for the role, adding automation while still ensuring compliance.
“Our program has had a huge impact to our human capital ecosystem,” Stulz says. “By bringing the program back in-house, we have experienced an increase of over 10% in the number of temp engagements that have converted to FTEs.” She says this directly correlates to the company’s procurement partners knowing the business and ensuring they have the best suppliers in the program to meet its needs.
Stulz believes Covid-19 accelerated the need to ensure the entire ecosystem is agile and can pivot to meet not only the organization’s needs, but also the needs of the individuals who are contributing to the overall success of Anthem. She worked in staffing on the supplier side as a branch manager before joining Anthem 17 years ago.
