Kenexa Corp. (NASD: KNXA) named Jerry Collier as international RPO development director. Collier will be based in London and work to develop business in Europe, the Middle East, Africa and the Asia-Pacific region. He will report to Phillip Stewart, Kenexa's global practice leader for recruitment process outsourcing. Collier comes to Kenexa from Alexander Mann Solutions. Kenexa is a Wayne PA-based recruitment software and RPO firm.

Arrow Strategies, a Bingham Farms MI-based staffing firm, promoted Don Fraser to VP. Fraser joined Arrow in 2004. The company provides information technology, engineering and professional services staffing.
