In our 2014 Contingent Buyer Survey for North America, we asked, "With respect to staffing agency temp workers, which of the following strategies is the closest description of how you would like the agencies to work with you to comply with the Affordable Care Act?" Only 5 percent of respondents selected "Avoid Coverage" (limiting the assignment lengths of agency temps and/or limit agency temp hours to less than 30 hours/week to avoid the obligation to offer coverage). Most respondents selected either "Full Benefits" (offer full healthcare benefits to agency temps and negotiate cost) or "Cost Minimize" (pay penalty or other lowest cost option, but without avoidance strategies).
