A substantial share of staffing suppliers plan to pass costs from the Affordable Care Act on to their clients. In our 2013 Staffing Company Survey, we asked staffing suppliers who they expected to pay for most of the costs they will incur to comply with the Affordable Care Act. Almost half (44 percent) noted they would pass the cost on to buyers through higher bill rates. Furthermore, an additional 28 percent of respondents reported they would pass the cost on to both temporary workers and buyers. Only 9 percent plan to absorb the cost themselves by lowering their margins.
