Ukraine is fourth in the world by the number of certified IT specialists after the United States, India and Russia, according to the annual report of the National Commission for the State Regulation of Communication and Digitisation of Ukraine, referring to a recent report titled ‘Exploring the Ukrainian IT Outsourcing Industry’.
According to the research, the country's IT specialists were primarly located in the capital city of Kiev (40%), followed by Kharkiv (19%), (Lviv) 16%, Dnipropetrovsk (7%) and Odesa (4%).
According to the hh.ua jobs portal software design was the most sought after skill set, not just in the IT sector but also for the whole labour market. Over 15,000 vacancies in the section 'Information Technologies/Internet/Telecom' were registered in 2012.
In February, Ukrainian Prime Minister Mykola Azarov ordered the Education and Science Minister, Dmytro Tabachnyk, to ensure the number of trained IT specialists coming out of Ukrainian universities meet the country’s needs. As many as 16,000 IT specialists are reported to leave the Ukrainian higher education system every year. By 2015, the country is forecasted to need about 100,000 qualified IT specialists.
