Buckinghamshire County Council has become the first local authority in the UK to outsource all its recruitment to the private sector in a move that is likely to be followed throughout the country, the Financial Times reports today.
Hays, the specialist recruitment agency group will provide the Council with permanent and temporary staff for schools, road maintenance and social care services. The Council envisages that it will be able to cut recruitment cost by 8 million Pounds by outsourcing to Hays.
Councils have increasingly come under pressure to cut employees or freeze hiring amid a squeeze on budgets. Other County Councils have equally resorted to outsourcing to professional staffing agencies but not to the same degree as Buckinghamshire.
Hertfordshire County Council, which employs 14,000 staff, uses Manpower for some of its temporary and permanent recruitment. Essex County Council has recently hired Capita for all non-executive level appointments.
