In an interview with Portuguese daily Expresso, Marcelino Pena Costa, President of the Association of Private Employment Agencies (APESPE), explained that the Portuguese legislator prevents temporary employment agencies from operating in ways, which would benefit the labour market.
Pena Costa said "it makes no sense that temporary employment agencies cannot provide temporary outsourcing services. Nor does it make sense that temporary employees with contracts of undefined duration cannot work for the same user company for more than one year. This is completely perverse and it is the law, which creates unemployment here against the will of those involved."

"The future looks still good, however. As I keep saying: with or without economic crisis there is always the flexibility which temporary employment offers. Temporary employment will grow to reach the average penetration levels of the European Union, whether some short-sighted people like it or not."
