A former recruiter at a healthcare staffing firm received a sentence of 94 months in prison and was ordered to pay $447,000 in restitution, the U.S. Attorney’s Office for the Eastern District of Missouri reported. William Lubker, 51, of St. Louis, had pleaded guilty in September to one felony count of mail fraud and one felony count of aggravated identity theft, according to the office.

Lubker defrauded Chicago-based Medstaff Locums of more than $400,000 by placing phantom employees, according to the office. Lubker would tell the company he placed a medical professional when in fact no placement had occurred. Lubker would then siphon off portions of payments made by Medstaff Locums to the phantom employee for himself.

Lubker also admitted to aggravated identity theft by misusing another person’s name and social security account number as one of his phantom professionals, according to the office.

The former recruiter agreed to forfeit a number of items purchased with proceeds from the illegal activity, including jewelry, a Rolex watch, a Breitling watch and three firearms, according to the office.
