Sapphire Technologies, an information technology staffing subsidiary of Randstad Holding NV, promoted Robert Dickey to president. Dickey had previously served as Sapphire's executive VP. Dickey will oversee national and regional sales efforts at Sapphire's 40 branches across the U.S.
