Police arrest three at staffing firm

Japanese police arrested three internal employees of Japanese staffing firm Goodwill Inc., a subsidiary of the Tokyo-based Goodwill Group Inc., the company announced Tuesday. The Japan Times reported that one of those arrested was Taisuke Uemura, chief of Goodwill's business planning division.

Goodwill said the employees were arrested for aiding a harbor transport company in illegal dispatch of staff 27 times between May 2006 and June 2007. The Japan Times cited a criminal complaint that said workers were sent to a company called Towa Lease, which then dispatched them to other firms. Double dispatching of workers is not legal under Japanese law, according to news reports.

The government suspended operations at Goodwill's offices in Japan for several months this year because of illegal referrals of workers. Goodwill's chairman stepped down in March.

The Goodwill Group Inc. ranked as the world's 11th largest staffing firm in Staffing Industry Analysts' list of global staffing companies.
