Croop-LaFrance is spinning off its commercial services technology staffing division into a new firm, Solu Technology Partners. Jerry Jewell will serve as chief operating officer of Solu. Jewell formerly served as a vice president at Experis and as a senior vice president at Ajilon. Croop-LaFrance President James Smith will also serve as president of Solu.

ExecuPharm, a staffing and functional service provider in the clinical research industry, named Anthony Southers as general manager of global operations. Southers has 27 years of global clinical research experience.

The Training Associates, a Westborough, Mass.-based staffing firm for trainers, appointed Jessica Johnson as a project manager. Johnson previously worked at The Hanover Insurance Group in Worcester as the training coordinator for enterprise learning and development.

MDT Personnel, a Clearwater, Fla.-based staffing provider, named Mark Carter as its disaster restoration director to assist firms with emergency response disaster staffing needs.

Morgan Samuels, a human capital consulting firm, appointed of Marilyn Draper as a partner in the firm. Draper previously was a partner in the delta business unit of Oliver Wyman, a global management consulting firm.
