RiseSmart, a San Jose, Calif.-based provider of outplacement technology, named Heather Swift as regional vice president. Swift previously served as vice president of business development and client relations for Lee Hecht Harrison, an outplacement division of Adecco SA.

Tatum, a division of Randstad Holding NV, announced that Jay Milligan has joined the firm as the regional managing partner for Texas and Southeastern Region. He replaces Bob Litschi and will be responsible for the growth and development of Tatum’s business in the region. Milligan comes to Tatum from KPMG.
