The National Association of Professional Employer Organizations said Robert Adams was elected president. Adams is also chairman of the board for Adams Keegan Inc., a Memphis-based PEO and staffing firm.

The Judge Group, a Philadelphia-based staffing firm, named James Klauber to lead its western U.S. operations as managing director of its technical staffing division. Klauber had previously served as senior VP of national sales and marketing at Comsys IT Partners Inc. (NASD: CITP).

Hays PLC, a London-based staffing firm, named Tim Cook as director of its United Kingdom and Ireland businesses. Cook takes over from Chief Executive Alistair Cox, who had also overseen the U.K. and Ireland businesses. Cook will report to Cox. Cook most recently served as managing director of the construction and property business in the U.K. and Ireland for Hays.
