MBO Partners appointed David Cassar as VP of implementation for its enterprise solutions division. Cassar has more than 15 years of experience and most recently worked for Aon Consulting. MBO Partners, based in Herndon VA, provides independent contractor compliance and engagement solutions.

Four executives from KellyOCG, part of Kelly Services Inc. (NASD: KELA) have been named to boards of trustees at the Human Resources Outsourcing Association. KellyOCG executives elected to the boards include: Rolf Kleiner, senior VP and general manager to the HROA's global board; Todd Wheatland, senior director, global marketing lead, to the European board; Kumar Bhaya, RPO practice lead, Asia Pacific, to the Asia Pacific board; and Zachary Misko, global director, RPO, to the North American board.
