The American Staffing Association’s board of directors approved the appointment of Peter Quigley as a member of the board. Quigley is an active member of ASA, most recently serving as a member of its working group on Affordable Care Act issues. He is senior vice president and general counsel of Kelly Services Inc. (NASD: KELYA).

The Training Associates appointed Rick Smith as its Midwest regional director. Smith previously was a senior account executive in the training division at Underwriters Laboratories in Northbrook, Ill. Training Associates, based in Westborough, Mass., provides learning and development consultants for information technology and professional business skills training.

Oxford Global Resources announced Branch Manager Scott Parsons will lead a new office serving the greater Phoenix, Ariz., region. Oxford, a division of On Assignment Inc. (NYSE: ASGN), has more than 20 offices in the U.S. and 10 recruiting centers throughout North America and Europe.

PrincetonOne named Kim Klein general manager of its Minneapolis office. Klein has more than a decade of experience within the accounting and finance recruiting industry. Skillman, N.J.-based PrincetonOne provides executive search, recruitment process outsourcing and contract staffing.

Executive search firm Korn Ferry (NYSE: KFY) hired Frank Morogiello as senior client partner in the industrial practice, specializing in aviation. Morogiello will be based out of Korn Ferry’s Dallas office. In addition to experience at a global executive recruiting firm, Morogiello served nearly three decades at American Airlines, most recently as vice president of global sales.

CTPartners Executive Search Inc. (NYSE MKT: CTP) announced Laurence Vallaeys joined the firm’s London office as a partner in the consumer, retail and hospitality practice. Vallaeys started her executive search career with Whitehead Mann, and then joined Odgers Berndtson in 2003 to set up their European consumer and leisure practice; she moved to a boutique search firm three years ago and launched its CMO practice before joining CTPartners. In Mexico, Muriel Belda joined CTPartners as a partner in the technology, media and telecom practice in Mexico City. Belda has more than 16 years of experience in the executive search business. Victoria Hyde also joined the firm in Mexico City, as a principal in the financial services and private equity practices. Hyde has eight years’ experience in executive search.
