The Judge Group, a Philadelphia-based staffing provider, named Raj Singh as president and chief operating officer for its Judge International subsidiary. Singh will manage Judge operations in Canada, South America and Europe. Singh was formerly president and CEO of Brainhunter Inc. and Brainhunter.com Ltd.

Ciber Inc. named Kurt Lauk to its board of directors. He will stand for election at the company's next annual meeting. Lauk had served on the board of management for DaimlerChrysler from 1996 to 1999. He had also previously served as CFO of German energy company VEBA AG and as CFO of Audi AG.
