OSHA fines Texas manufacturer, staffing firm

The US Department of Labor’s Occupational Safety and Health Administration cited staffing buyer Rock Wool Manufacturing Co., for exposing workers to a variety of workplace hazards. C & C Personnel LLC, which provided the manufacturer with temporary employees, was also cited.

C & C Personnel provided Rock Wool Manufacturing Co. with 53 temporary workers on a daily basis and Rock Wool supervised and assigned these workers their duties, according to OSHA.

Rock Wool, headquartered in Leeds, Ala., has facilities in Leeds and Houston. C & C Personnel is headquartered in Texas.

Rock Wool Manufacturing was cited for seven serious and two repeat violations at its Houston plant, chiefly for struck by and amputation hazards, and fined $64,350. C & C Personnel LLC was cited for four serious violations and fined $21,600. Citations were issued for failing to establish an energy control program to disable potentially hazardous machinery and for not implementing a written respiratory program.

“Any time a worker is exposed to machinery without proper guarding is one more time that worker is in jeopardy of losing a limb or even a life. Failing to adhere to this commonsense safety requirement will not be tolerated,” said Joann Figueroa, OSHA’s area director in the Houston North office. “It is the employer’s responsibility to find and fix hazards in the workplace.”

 Each company has 15 business days from receipt of its citations and proposed penalties to respond.
