OSHA cites concrete firm, staffing provider

Staffing buyer Concrete Systems Inc. faces $230,400 in proposed fines for two willful, 18 serious and six other violations at its Hudson, N.H. facility, the US Occupational Safety and Health Administration announced. The company’s staffing supplier faced a smaller fine of $7,000 for one serious violation.

Concrete Systems manufactures large concrete formwork. OSHA reported it found instances where employees atop concrete formwork and precast concrete structures lacked fall protection. OSHA also determined employees exposed to excess noise levels while operating casting machinery did not receive baseline audiograms to guard against sustained hearing loss. OSHA cited Concrete Systems for two willful violations that carry $126,000 in proposed fines.

The company was also cited for 24 violations — carrying $104,400 in fines — for issues including a custom-made lifting device, having an uninspected crane and for failing to employ a qualified crane operator, forklift safety concerns, and unguarded saw blades and hazardous electrical equipment, according to OSHA.

Marathon Staffing Services Inc., of Tyngsboro, Mass., which supplies Concrete Systems with temporary workers, was also fined $7,000 for one serious violation: Not providing audiograms to employees who are exposed to excessive noise levels.

Each company has 15 business days from receipt of its citations and proposed penalties to comply, meet with OSHA's area director, or contest the findings before the independent Occupational Safety and Health Review Commission.
