SOS Staffing Services named Bill Rohr as senior vice president. Rohr will work with the executive team to establish long-term growth objectives including expansion of key accounts and service offerings. Rohr has been with SOS since 1987 and presently serves as president of the Colorado Staffing Association. SOS has more than 128 offices throughout the U.S.

Eliassen Group hired Todd Collier as director of recruiting for the tri-state and national regions and Johnny Scarborough as chief "Agilist." Collier will be responsible for expanding national recruiting efforts with a focus on New York, New Jersey, Connecticut and Pennsylvania, while Scarborough will work with Eliassen Group's Agile practice.

Minneapolis-based staffing firm STS Staffing promoted Brian Thompson to regional vice president of its Arizona and Nevada operations. In addition, STS Staffing promoted Ken Marshall to regional manager of its Minnetonka and Fridley, Minn., branches.

The Training Associates, a Westborough, Mass.-based staffing firm that provides skilled trainers, hired Tricia Girard as director of training. Previously, Girard was a training consultant for Iron Mountain Digital.

Heidrick & Struggles International Inc. has promoted five staff in the United States to partner: Chad Astmann and Michael Sarnoff in the financial services practice in New York City; Michael Loiacano in the life sciences practice in Chicago; Kay Fuhrman in the Dallas industrial practice, and Jason Waterman in the financial officers practice in Minneapolis.

Lucas Group, an executive search firm, announced Tamara Klein and David Winston are principals of its new legal recruiting practice in Chicago. Klein was vice president of attorney recruiting at Schulman Professional Search Ltd. Winston was co-founder of Winston & Green, an executive search firm in the Midwest.

Vaco Raleigh co-founder Sid Mitchener has been re-appointed as a member of the board of directors for the Triangle Technology Executives Council. Mitchener will serve as director of public relations and will continue to work to build relationships among the technology community.
