Massachusetts report calls for changes in temp usage

Several Massachusetts state agencies are causing the state to spend more than it should on temporary staffing services and some agencies have misused temporary help services contracts by using contingent employees in permanent roles. The findings are included in a report released this month by the Massachusetts Office of the Inspector General.

The report comes as a review of a statewide contract with a single staffing vendor is nearing a close.

The report contained several recommendations, including:

  • Restricting use of temporary employees at state agencies to one year, and written justification should be required for use of an employee beyond six months.
  • A new statewide contract should maximize competition between temporary staffing agencies in order to get the best possible terms.
  • The state should not pay temporary employees for holidays, vacation time or other time they were not working.
