Manpower Inc. (NYSE: MAN) said it struck a three-year deal with Vietnam's Ministry of Labor, Invalids and Social Affairs to jointly develop labor information systems, forecast labor market needs and identify the labor requirements of Vietnamese enterprises. The partnership will include organizing study tours and seminars. Manpower and the ministry will also work together on a pilot project in employment services.

The company opened its first office in Hanoi, Vietnam, back in January. It was licensed as an outplacement and human resources firm. Manpower is also awaiting its license for permanent employment services by the Hanoi People Committee, and the company expects the license by the end of the year. Manpower said the license will make it the first 100% foreign-owned employment services company to enter Vietnam.
