Manpower gets first temp license in China

Manpower Inc. (NYSE: MAN) said today it was the first foreign multinational company to receive a temporary staffing business license in China. The company received the license as part of a pilot program by the Shanghai Personnel Bureau. Six Chinese firms also received licenses.

"It's an honor to be the first global organization awarded this privilege and to be intimately involved in the evolution of this dynamic labor market," said Chairman and CEO Jeffrey Joerres.

The pilot program becomes effective Jan. 1. However, Manpower spokeswoman Britt Zarling said the company can start temporary staffing immediately. Manpower has 62 offices, company-owned, in mainland China in 12 cities with 450 recruiters. It has a total of 88 offices in greater China, which includes Hong Kong. The company will offer temporary staffing at all of its sites across the country.

Manpower said it has more than 13 years experience in recruiting permanent workers for clients in China. The company opened its first office in Hong Kong in 1964.

The legislation behind the pilot program will define employer liability and forms of labor use.
