The Goodwill Group Inc., a Tokyo-based firm with staffing and other operations, said Friday it plans to change its name in October to Radia Holdings Inc. Shareholders must approve the change.

The name change comes after turbulent times for the company. Charges over illegal dispatch of staff in Japan resulted in the arrest of three internal employees, and the company shut down its temporary staffing subsidiary that supplied day laborers in Japan. The Japanese government also suspended operations at 737 of the company's staffing offices earlier this year over alleged violations of Japanese law over worker referrals.
