23% to add staff in fourth quarter

In the fourth quarter, 23% of employers plan to add full-time staff, according to a study by CareerBuilder.com and USA today. The number represents a slight decline from the companies' report for the third quarter.

The fourth-quarter report also found that 10% of employers plan to cut staff, and 63% plan no changes. Four percent were undecided.

The report comes from a survey of more than 3,000 hiring managers and human resources professional that took place between Aug. 21 and Sept. 9, before the full effects of the crisis on Wall Street hit.
